Job description
BACKGROUND TO THE ASSIGNMENT:
International Medical Corps, which has a history of providing healthcare services and training in Ukraine that dates back to 1999, is expanding its activities in the country and the surrounding region in response to the war there. increase in humanitarian needs as access to essential services and supplies are disrupted and more and more people flee their homes. In addition, millions of Ukrainians have fled to neighboring countries, including Moldova, Poland and Romania, increasing pressure on host governments as they work to provide shelter and essential services to the new arrivals.
Our response activities will include operation of mobile medical teams and providing emergency and primary health services, mental health and psychosocial support, gender-based violence services, child protection, nutrition, and water, sanitation, and hygiene. If requested, we also are prepared to deploy our Emergency Medical Team and mobile health facility to provide emergency and primary healthcare wherever it is needed.
Under the overall leadership of the Country Director and technical support and leadership of the Country GBV Coordinator, the GBV National Consultant is responsible for supporting the organization and provision of GBV trainings, supporting on establishment of Women’s Center, liaison with relevant national and governmental actors, contextualize GBV materials and proof-reading of the translated training materials and supporting GBV national staff, and local partner organizations to strengthen capacity on GBV prevention and response.
Planning
- Work closely with GBV Coordinator to achieve program goals
- Closely support and engage in establishing Women’s Center in Warsaw
- Support on identification relevant local actors and the government key sectors/ representatives, and support the organization with training invitations
- Create effective and smooth channel with local and regional government actors
- Review available GBV resources, proofread the translated training materials, and contextualize them as needed
- Coordinate with programs team, Logistics and other operation departments to plan trainings and as needed
Capacity Building
- Ensure adherence to IMC’s GBV Minimum Standards, as well as relevant inter-agency guidelines and standards
- Organize and provide 10 training courses for selected actors (5 on GBV Risk mitigation and 5 PSEA (Protection from Sexual Exploitation and Abuse) training courses. This could be remote and in-person trainings depending on the direction from the GBV Coordinator.
- Organize and provide other technical trainings, as needed
Project Management and reporting
- Conduct regular monitoring and evaluation of trainings and track participation
- Prepare training reports for each training provided
- Support the Women’s center set up, including liaison with local and regional government, promotion of the center through coordination with local women’s organizations, staffing, activity planning, introduction of Polish language courses
- Ensure compliance with donor regulations.
DELIVERABLES DESCRIPTION:
- Reports of the 10 trainings conducted
- Completion of the proofreading of training materials, translated to Polish by a vendor
- A guiding document (maximum 2- pager), indicating list of key local and government actors, and how we collaborate with them and supporting recommendations on creating a clear and functional communication channel with the local/regional/central government actors
- Monthly report on the tasks completed - a total of 5 reports (July-Dec)
- Report on recommended activities to be implemented in the Women’s centre
- GBV specific service mapping for local and regional governmental authorities

The situation throughout Ukraine is deteriorating rapidly as the conflict intensifies, prompting a sharp increase in humanitarian needs as access to essential services and supplies are disrupted and more and more people flee their homes. In addition, millions of Ukrainians have fled to neighboring countries, including Moldova, Poland and Romania, increasing pressure on host governments as they work to provide shelter and essential services to the new arrivals.

The position is based in Poland and may require in country travel based on security.

Requirements
Qualifications
(Indicate Degree/Certificated required)
Essential
- Minimum of Bachelor’s degree, on Gender studies, social science, humanities or relevant level of and field experience required
- Minimum three years related experience, on GBV program consultancy, including GBViE programming and training
- Demonstrated application of GBV core competencies and commitment to core principles of GBV programming
Desirable
- Any other relevant and additional qualifications would be an advantage
Experience
(Identify specific experiences that are necessary for this position. For example, experience using certain systems / method or experience in a certain sector)
Essential
- Experience on coordination mainly on working with local actors on women friendly spaces and other GBV interventions.
- Relevant country and regional experience strongly preferred
- Experience on liaison with local actors working on GBV
- Strong knowledge of standard GBViE technical resources and approaches
- Knowledge of standards and guidance related to protection from SEA
- Familiarity with local and governmental system and policy
- Facilitation experience required
- Experience in GBV Multi-sectoral approach
Desirable
Additional experience on coordination, need and gaps assemsnet, and GBViE capacity building would be an advantage: Specifically on :
- Understanding on governmental policy and regulations
- Track record on working with local actors working on GBV prevention and response
- Knowledge and understanding of the context

Payment
Payments are delivery-based. Any deliverable not meeting the required specifications will have to be reworked and resubmitted at no additional cost. The proposed payment schedule for this assignment is $_____USD per month paid at the end of the deployment based on an hourly rate of $____. Payments are made upon submission of progress reports on completed tasks, outlined against planned outputs. Based on the report and satisfactory performance, payments will be certified by the supervisor.
TITLE RIGHTS
International Medical Corps shall be entitled to all property rights including but not limited to patents, copyrights and trademarks with regard to material, which bears a direct relation to, or is made in consequence of, the services provided to the organization by the consultant.
INSURANCE
Consultants are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering their period of service on behalf of International Medical Corps as they consider appropriate. Consultants are not eligible to participate in life or health insurance schemes available to International Medical Corps employees
TAXATION
International Medical Corps undertakes no liability for taxes, duty or other contributions payable by the consultant on payments under this contract.
TERMINATION OF CONTRACT
Either party may terminate this contract before the expiry date of the contract by giving notice in writing to the other party.
The period of notice shall be 5 days in case of contract less than 2 months duration and 30 days in the case of contracts for longer periods; provided however that the in the event of termination on the grounds of misconduct or the in the event of termination on the grounds of misconduct or poor performance by the consultant, International Medical Corps shall be entitled to terminate the contract without notice.
In the event of the contract being terminated prior to its due expiry date, the consultant shall be compensated pro rata for no more than the actual amount of work performed to the satisfaction of International Medical Corps.
