Job description

Dexis seeks a part-time Monitoring, Evaluation, and Learning (MEL) and Outreach Coordinator to support the USAID Central Europe Program Rule of Law Activity, which seeks to build the watchdog skills of civil society and civic movements to enhance rule of law observance, combat corruption, and increase access to justice. 

The MEL and Outreach Coordinator will manage MEL activities with key stakeholders by monitoring the progress of activities to reach stated objectives, guiding grantees in MEL indicators, reporting, and data quality, and supporting the activity leadership team and country coordinators in project communications. The position will report to the Chief of Party (COP).

 

The position will be based in Poland with potential travel to Bulgaria and Hungary. The anticipated start date is in October-November 2022.

  • Develop indicators and targets for the Activity, Monitoring, Evaluation & Learning (AMEL) Plan, establish targets in consultation with USAID, and identify baseline data.
  • Coordinate the management of the AMEL Plan, including data collection, data management, quality assurance, and reporting.
  • Coordinate and manage appropriate flow of Activity information to inform Activity monitoring, and learning, and pre-emptive strategic decision-making by management.
  • Work with activity team to Integrate collaboration, learning, and adaptive management (CLA) practices into programming
  • Conduct internal Data Quality Assessments for all indicators to ensure validity, reliability, timeliness, precision, and integrity of reported results.
  • Collection, report, and analyze data for all relevant indicators in quarterly and annual reports
  • Conduct regular contextual monitoring, formative assessments, pre-action reviews, and scenario planning to engage in new areas and to pivot, adapt, and change course after each significant election, parliamentary change, or other socio-economic shock in the region.
  • Receive participant feedback and after-action reviews to inform changes to approach, engagement mechanisms, and sub-training topics after all activity events.
  • Prepare for internal and external assessments in the last quarter to measure the degree by which the project achievements contributed to objectives, relative change over baseline, and relevance, efficiency, impact, and sustainability of outcomes.
  • Handle project communication with key stakeholders.
  • Organize film festival auxiliary events with in-kind support and outreach.
  • Support regional and national learning events.

Requirements

  • Bachelor’s degree and at least five years of relevant experience.
  • Experience leading or supporting data collection processes.
  • Strong understanding of adaptive learning and ability to communicate activity objectives, results, and opportunities to diverse stakeholder.
  • Experience supporting donor-supported programming in Central Europe in the relevant areas of rule of law, anti-corruption, civil society strengthening, human rights, and/or governance.
  • Familiarity with U.S. grant or other donor grant programming.
  • Experience working with and empowering local partners and grantees.
  • Exceptional written and oral communications, interpersonal communications, and management skills.
  • Ability to prioritize and manage a high-volume workload in a fast-paced work environment.
  • Experience working in environments experiencing political change.
  • Proficiency in written and spoken English.
  • Proficiency in MS Word, Excel, and other basic computer applications. 
  • Must be able to legally work in Poland, or other EU member countries.
  • Demonstrated professional language proficiency.
